Tilghman was born on 6 August 1969 in North Myrtle Beach, South Carolina. She was born as the oldest daughter Kelly Myrtle Beach to the parents Phil and Kathryn Tilghman. Her father had served as the mayor of North Myrtle Beach for 14 years. Her mother had worked as a media sales and professional shag dancer in the dance’s National Hall of Fame as well. Their family-owned Gator Hole Golf Course which belonged to them for 22 years (i.e. 1980 to 2002).
